Marc Bennett, MA
President & Chief Executive Officer
Marc H. Bennett is president and chief executive officer of Qualis Health and HealthInsight, private, nonprofit organizations dedicated to improving health and health care.
In April 2018, Qualis Health and HealthInsight executed a formal agreement merging the two organizations and their operations across the U.S. Qualis Health and HealthInsight’s services include health care quality consulting, health information technology support and care management services for a broad range of public and private sector clients across the U.S. The merged organization employs more than 500 people and delivers services from office locations across the U.S.
Mr. Bennett serves as chair of the board of directors for the Network for Regional Health Improvement, a member organization leading communities across the U.S. through an active and engaged network of Regional Health Improvement Collaboratives. He is a past president and board chair of the American Health Quality Association, has served on the Quality Alliance Steering Committee at the Brookings Institution, as a member of the national advisory board of the Center for Healthcare Quality and Payment Reform, and is a National Quality Forum representative on the John M. Eisenberg Patient Safety & Quality Awards Committee.
Mr. Bennett is a frequent contributor to national policy forums in health information technology, health information exchange and improvement, and is invited regularly to serve on advisory and planning committees or task forces associated with a broad range of state, regional, federal and private national policy groups.
Mr. Bennett is a graduate of Brigham Young University with Bachelor of Arts degree in English and a master’s degree in English and technical writing.
Dan Memmott, MBA
Chief Financial & Administrative Officer
Dan Memmott is the chief financial officer for Qualis Health and HealthInsight. He oversees corporate finance, contract management and administrative services.
Mr. Memmott began his career at HealthInsight in 1990 and has nearly 40 years of business management and leadership experience. He is a past chairman of the Finance and Human Resources Network of the American Health Quality Association (AHQA), and currently serves on AHQA’s board of directors and on the board of Phoenix Services. Mr. Memmott previously served as treasurer on the boards of the Great Basin Public Health Leadership Institute and the James Q. Cannon Memorial Endowment.
Mr. Memmott earned a bachelor’s degree in foreign language from Weber State University and a master’s of business administration from Indiana University.
Sharon Donnelly, MS
Senior Vice President, Development
Sharon Donnelly is the senior vice president of development for Qualis Health and HealthInsight. As SVP of development, Ms. Donnelly oversees business development activities and a portion of our health information technology (HIT) consulting services. She also coordinates strategy, policy work and HealthInsight’s national consulting contracts.
Ms. Donnelly directs HealthInsight Assure, a corporate entity that provides independent direction and governance for HealthInsight’s External Quality Review contracts and related quality assurance lines of business, and serves as chair of the HealthInsight Assure board of managers.
Ms. Donnelly has a deep interest in clinical practice transformation, specifically, using data to inform system and individual change; facilitating health information technology adoption, effective use, and work process redesign, to improve patient care; payment and delivery system reform; and transparency initiatives. Throughout her career she has been instrumental in designing strategies and programs in this area, including HealthInsight’s Office of the National Coordinator for Health Information Technology Beacon Community Project and Regional Extension Center programs and tests of using the ECHO™ model in improvement initiatives.
Ms. Donnelly earned a bachelor’s degree in industrial statistics and a master’s degree in statistics from the University of Tennessee.
Chief Operating Officer, HealthInsight Programs; Executive Director, HealthInsight Oregon
Mylia Christensen is chief operating officer and oversees operations and programs of HealthInsight. She is also the current executive director of HealthInsight Oregon.
Before joining HealthInsight, Ms. Christensen was executive of the Oregon Healthcare Quality Corporation (Q Corp), an independent, nonprofit organization dedicated to improving the quality and affordability of health care in Oregon. Q Corp affiliated with HealthInsight in 2016.
Throughout her career, Ms. Christensen has worked in almost all facets of health care, from clinical settings to hospital and health care system management, strategic planning and administration. She served as project director for the Medicaid Evidence-based Decisions Project at Oregon Health & Science University’s Center for Evidence-based Policy; administrator of the State of Oregon’s Public Employees’ Benefit Board; director of program development and physician services for Legacy Portland Hospital System; and administrator of women’s health services at Good Samaritan Hospital. She began her health care career in emergency services and critical care nursing.
Chief Operating Officer, Qualis Programs
Marci Scott-Weis, RN, MPH, CCM, is the chief operating officer (COO) at Qualis Health. She is responsible for operations and customer relations for all of the organization’s population health management services. During Ms. Scott-Weis’s tenure, Qualis Health has enjoyed a period of tremendous growth, fueled by the development and deployment of new population health management products that leverage the organization’s expertise in improving care and patient outcomes.
Before her appointment as COO, Ms. Scott-Weis served as vice president of care management for Qualis Health. Before joining Qualis Health, she held clinical positions in Washington State, Michigan, and Nepal.
Ms. Scott-Weis is a frequent guest speaker at national health care conferences, and is a co-author of Fundamentals of Case Management: Guidelines for Practicing Case Managers. She is a member of the Case Management Society of America, the Washington Medical Case Management Association, and Sigma Theta Tau International, the Honor Society of Nursing.
Ms. Scott-Weis earned a Bachelor of Science degree in Nursing and a Master of Public Health degree from the University of Michigan. She is a registered nurse in the state of Washington and a certified case manager.
Chief Information Officer
David Chamberlain is the chief information officer (CIO) for Qualis Health and HealthInsight. He leads the information system and technology initiatives that allow the exchange of health information, transaction of business, and internet operations for their portfolio of services. In addition, he is responsible for establishing and maintaining the cybersecurity program that secures and protects their information assets and technologies.
He has more than 25 years of information technology, data center infrastructure, enterprise architecture and software development experience. Previously, Mr. Chamberlain was the chief information officer for a number of public and nonprofit companies in the Greater Seattle area, including Cardiac Science, the Bill & Melinda Gates Foundation, and the Walt Disney Internet Group. He has served on boards of directors of several nonprofit and for-profit organizations.
Mr. Chamberlain holds a Bachelor of Arts degree in Finance from the University of South Florida. He is a member of the Healthcare Information and Management Systems Society (HIMSS) and the College of Healthcare Information Management Executives (CHIME) and is a Certified Healthcare CIO.
Vice President, Human Resources
Steven R. Brown, MBA, MS, SPHR, SHRM-SCP, CEBS, CMS, is the vice president of human resources for Qualis Health and HealthInsight. He oversees recruitment, professional development, policies and procedures, benefits, compensation, employee relations and workforce planning.
Previously, Mr. Brown provided human resources and organizational development consulting services to private-sector clients such as Juno Therapeutics, Indi Molecular and OncoGenex Pharmaceuticals. He also held human resources leadership roles at the National Court Appointed Special Advocate (CASA) Association, Integrated Diagnostics, Casey Family Programs, and the Institute for Healthcare Improvement. As a volunteer, he shares his expertise with students at Seattle University and Bellevue College through mentoring, mock interviewing and job search advising.
Mr. Brown holds a Bachelor of Science in Business Administration from the University of Hartford, Master of Science in Employment Law from Nova Southeastern University, Master of Science in Human Resource Management from Emmanuel College, and Master of Business Administration from Seattle University. He is a Senior Professional in Human Resources, Society for Human Resource Management Senior Certified Professional, Certified Employee Benefit Specialist, and Compensation Management Specialist.
